The Third Conference on the Law of the Sea convened by the United Nations was held from 1973 to 1982 and culminated in the signing of the United Nations Convention on the Law of the Sea (UNCLOS) in Montego Bay, Jamaica, on 10 December 1982. It stipulates, among other things, that “ all assistance to persons shall be compulsory and free of charge ”.
